Abstract

The discussion surrounding legal and institutional mechanisms for safeguarding the environment from special wastes examines their ability to effectively protect the environment from a specific type of waste of various kinds. In order to mitigate the adverse impacts of friction on both human health and the environment, it is crucial to adhere to specific protocols when managing special wastes. Preventive measures aimed at avoiding the potential negative consequences of special waste, including both traditional and modern objects, are considered crucial legal mechanisms implemented by the Algerian legislature. The Algerian legislature has implemented measures to discourage individuals from harming the environment through the improper disposal of special waste. These measures, which include administrative, financial, non-criminal, and civil deterrents, have demonstrated varying degrees of effectiveness in addressing the issue of special waste containment. The Algerian legislature has established structures and institutions to safeguard the environment from this kind of waste. This study reveals that local structures are more effective, as they are closer to the source of special waste and have better knowledge of it. Additionally, they are in closer proximity to the producing and classified enterprises, which are the primary generators of special waste. This enables them to exert control over these entities.
