ضمن التغيرات والتطورات المتسارعة والظاهرة في البيئتين المحلية والدولية، برز في الآونة الأخيرة مفهوم "الحكامة المحلية" كحقل خصب للدراسة تتفاعل فيه الإرادات الإنسانية والمجتمعية لتقديم بدائل وخدمات نوعية ومقبولة فـي وقت أصبحت فيه الدولة ومؤسساتها بحاجة إلى فتح باب الشراكة أمام مختلف الفاعلين الاجتماعيين والاقتصاديين لتعزز أداءها، هذه الفواعل (منظمات المجتمع المدني، القطاع الخاص) تزايد تداولها خلال العقود الأخيرة. تهدف الدراسة إلى تحديد مفهوم الحكامة المحلية ونشأتها والمتغيرات التي فرضت تبنيها، وتحليل أهم مؤشراتها ومبادئها، مع توضيح أبرز الأطراف الفاعلة في تجسيدها وأهميتها في توفير الثقة بين المجتمع والإدارة المحلية، وكذا إلقاء الضوء على أسس وآليات الحكامة في بعدها المحلي.
