الإعاقة في الجزائر: تحديات الانتقال من النموذج الطبي إلى النموذج الاجتماعي.

Abstract

يهدف هذا المقال إلى معرفة مختلف التحديات التي يترتب عنها الانتقال من تبني المشرّع الجزائري للنموذج الطبي للإعاقة إلى النموذج الإجتماعي وما يصاحبها من ضرورة إعادة برمجة سياسات التكفل بالإعاقة في جميع المجالات، وكذا تحديد الجهات التي يقع على عاتقها مسؤولية التكفل بالأشخاص ذوي الإعاقة، كما تتضمن الدراسة توزيع معدلات الإعاقة في الجزائر حسب مجموعة من الخصائص من خلال الاعتماد على قاعدة معطيات التحقيق الوطني Mics4 . This article aims to identify the various challenges involved in moving from the Algerian legislator's adoption of the disability’s medical model to the social model, and the need to reprogram disability-care policies in all areas, as well as to pick out who is responsible for taking care of persons with disabilities.
