الحجر الصحي الوقائي في مواجهة كوفيد19 : بين التطلعات الدولية و تعقيدات الواقع

Abstract

نتطرق في هذه الورقة البحثية للحجر الصحي الوقائي الذي استخدمته الدول في التصدي لجائحة كوفيد-19، حيث نعرض مفهوم الحجر الذي انتقل في سياق الجائحة من معناه الطبي المرتبط بتقييد حركة أشخاص مخالطين للمرضى الى معنى اجتماعي متعلق بتقييد حركة مجتمعات بأكملها ،نناقش بعد ذلك تداعيات تطبيق الحجر و ما نجم عنه من انتهاكات لحقوق الانسان تحت ضوء التطلعات الدولية ، لننتقل لتقييم فعالية اجراءاته من خلال عرض نتائج دراسات علمية ، و نختم بعرض استراتيجية منظمة الصحة العالمية المرتبطة بفرض و تكييف اجراءات الحجر. Abstract: This paperdiscusses the sanitarycontainmentthat countries used in the covid-19 pandemic; Wepresent the evolution of the containmentprotocolthatemergedduring the pandemic. Then, we put the repercussions of applyingcontainment and the associated violations of humanrights in the light of international agreements; Next, weevaluate the efficacy of itsmeasures by presenting the results of the studies; Finally, wepresent the WHO approach on the execution and adaptation of containmentmeasures.
