الجباية المحلية الخيار المستقبلي للتنمية المحلية بالجزائر في ظل تحديات الأزمة النفطية

Abstract

لقد شهد مفهوم التنمية العديد من التطورات في إطار البحث عن السبل الكفيلة بتحقيقها من طرف الباحثين والممارسين السياسيين، ولا شك أن عقد الثمانينات يعتبر بداية الاهتمام بالتنمية من منظورها القاعدي، الذي يولي الاهتمام بدور المجتمعات المحلية والهيئات التي تسيره في تفعيل هذه العملية، وعلى اعتبار أن التنمية المحلية تسيرها ثنائية المورد البشري والمالي فان هذه الدراسة تحول تسليط الضوء على احد طرفي هذه الثنائية داخل البيئة الجزائرية، من خلال دراسة المسألة التنموية في إطار الحدود المحلية بالتركيز على حدي هذه العملية المتمثلة في التنمية المحلية كمطلب للجماعات المحلية، والواقع المالي المتأزم بتذبذب أسعار النفط الأمر، الذي يدفعنا كهدف لهذه الدراسة وكتسليم بفكرة أن المورد المالي يعتبر عصب الإدارة المحلية والركن الأساسي في العملية التنموية إلى محاولة التعرف على الفرص التي يتيحها هذا التراجع في عائدات الصادرات النفطية ومداخل الحكومة، كإرهاص أولي يفتح المجال لتفعيل عملية تنموية محلية، عمادها مورد مالي محلي يتمثل أساسا في الجباية المحلية كخيار مستقبلي هام The concept of development has witnessed many developments in the search for ways to be achieved by researchers and political practitioners. The 1980s undoubtedly marked the beginning of attention to development from a grassroots perspective, which pays attention to the role of local communities and bodies in activating this process. This study turns the spotlight on one of the two sides of this dichotomy within the Algerian environment by studying the development issue within the local borders by focusing on this process of local development As a result of this study, and recognizing the fact that the financial resource is the mainstay of the local administration and the cornerstone of the development process, is to try to identify the opportunities offered by this decline in the revenues of oil exports and the entrances of the government, To activate a local development process, a local financial resource is formed mainly the local taxation as an important future option.
