Abstract

ﻳﻌﺘﺒﺮ ﺍﻟﻔﺴﺎﺩ ﺍﻹﺩﺍﺭﻱ ﻇﺎﻫﺮﺓ ﺳﻮﺳﻴﻮﺗﻨﻈﻴﻤﻴﺔ ﻭﻣﻌﻮﻗﺎ ﻭﻇﻴﻔﻴﺎ ﺍﻣﺎﻡ ﺗﺤﻘﻴﻖ ﺍﻟﻤﺆﺳﺴﺔ ﻷﻫﺪﺍﻓﻬﺎ ﻭﺍﻧﺤﺮﺍﻑ ﺍﻟﻨﺴﻖ ﺍﻟﺘﻨﻈﻴﻤﻲ ﻋﻦ ﺍﺳﺴﻪ ﻭﺍﻃﺎﺭﻩ ﺍﻟﺮﺳﻤﻲ ﻣﻤﺎ ﻳﻔﺘﺢ ﺍﻟﻤﺠﺎﻝ ﻻﻧﺘﺸﺎﺭ ﺑﻌﺾ ﺍﻟﻤﻤﺎﺭﺳﺎﺕ ﻭﺍﻻﻧﺤﺮﺍﻓﺎﺕ ﺍﻟﺘﻨﻈﻴﻤﻴﺔ ﺍﻟﺘﻲ ﺗﻤﺎﺭﺱ ﻣﻦ ﻗﺒﻞ ﺑﻌﺾ ﺍﻟﻔﺎﻋﻠﻴﻦ ﻭﺍﻟﺘﻲ ﺗﺸﻜﻞ ﺍﺧﺘﻼﻻﺕ ﻭﻇﻴﻔﻴﺔ ﺗﺆﺛﺮ ﻋﻠﻰ ﺍﻟﻘﻮﺍﻋﺪ ﺍﻟﺘﻨﻈﻴﻤﻴﺔ ﻭﺍﻹﺟﺮﺍﺀﺍﺕ .ﺍﻟﺮﺳﻤﻴﺔ ﺍﻟﺘﻲ ﺗﺤﻜﻢ ﺳﻴﺮ ﺍﻟﻌﻤﻠﻴﺔ ﺍﻟﺘﻨﻈﻴﻤﻴﺔ ﻣﻦ ﻫﻨﺎ ﺟﺎﺀﺕ ﻫﺬﻩ ﺍﻟﻮﺭﻗﺔ ﺍﻟﺒﺤﺜﻴﺔ ﺍﻟﻨﻈﺮﻳﺔ ﻟﺘﺒﺤﺚ ﻓﻲ ﻇﺎﻫﺮﺓ ﺍﻟﻔﺴﺎﺩ ﺍﻹﺩﺍﺭﻱ، ﺍﻟﺬﻱ ﺃﺻﺒﺢﻣﺸﻜﻠﺔ ﺫﺍﺕ ﺟﺬﻭﺭ ﻋﻤﻴﻘﺔ ﺿﺎﺭﺑﺔ ﻓﻲ ﺑﻨﻴﺔ ﺍﻟﻤﺠﺘﻤﻌﺎﺕ ﻭﻣﺨﺘﻠﻒ ﺍﻟﻤﺆﺳﺴﺎﺕ ﻋﻠﻰ ﺍﺧﺘﻼﻑ ﺃﻧﻮﺍﻋﻬﺎ ﻭﻭﻇﺎﺋﻔﻬﺎ، ﻣﻦ ﺧﻼﻝ ﺍﻟﺘﺮﻛﻴﺰ ﻋﻠﻰ ﻣﺎﻫﻴﺔ ﺍﻟﻔﺴﺎﺩ ﺍﻹﺩﺍﺭﻱ ﻭﺍﻧﻮﺍﻋﻪ ﻭﺃﺳﺒﺎﺑﻪ ﻭﻣﺨﺘﻠﻒ ﻣﻈﺎﻫﺮﻩ، ﻭﺃﻳﻀﺎﺍﻟﻨﺘﺎﺋﺞ ﺍﻟﻤﺘﺮﺗﺒﺔ ﻋﻦ ﺗﺸﻜﻞ .ﻭﺑﺮﻭﺯ ﻣﺨﺘﻠﻒ ﻣﻈﺎﻫﺮ ﺍﻟﻔﺴﺎﺩ ﺍﻹﺩﺍﺭﻱ Administrative corruption is a socio-organizational phenomenon, It is considered as a functional obstacle which prevents the institution from achieving its goals. It also leads to a deviation of organizational planning from its basis and official framework. This opens the way for some workers to commit some organizational deviations giving way to functional disorders that affect organizational rules and official procedures that govern the organizational process. The current research is a theoretical study which aims at exploring the phenomenon of administrative corruption that has become deeply rooted in the structure of societies and the different institutions whatever their types and functions. Hence, the present study sheds light on the nature of administrative corruption, its types, causes, and its various aspects, as well as the consequences, which emerge from the administrative corruption.
