Abstract

Algeria has remained in fact , like other countries of the engine of world parliamentarians in the field of consumer protection, due to changing patterns and volume of consumption thus increasing risks for the consumer, notably with the adoption of the open economy and liberalization of trade, and the rules prescribed in the civil cod can not only provide all the protection intended bay the legislature. then enacted the first law concerning consumer protection no: 89/02 which is offset by law no: 09/03 on the protection of consumers and the prevention of fraud, it gave new commitments the speaker and has mechanisms for prevention and deterrence to provide the best possible protection for the consumer, in order to find a balance between him and the actor. And the promulgation of the remaining regulation is delayed, and is still the ancient texts in force activity so far, and pending the installation of each national competition council and the national council for consumer protection, and that he legislature does not expose the consumer electronic protection…etc. ,all this are obstacles to achieve this legislation to protect the consumers right
